Abstract: Addressing the needs of multilingual learners (MLs) is particularly challenging and often controversial when these students are being considered for evaluation for special education services. This presentation reviews relevant legislation and litigation regarding ELs and best practices for assessing and providing interventions for ELs as well as family engagement.  

Participant Outcomes:

  1. Participants will be able to explain in general stages of second language acquisition and how those stages affect instruction.
  2. Participants will be able to identify requirements that school districts need to follow in determining special education needs for ELs.
  3. Participants will be able to apply what they learned about legislation and court cases to case studies to determine next steps.
